Why doesn’t my level 1 character level up to 31 after defeating 6 vagrants (purchased 5times)?

I already defeated 6 vagrants after the 5th of purchase and my character is only level 20 which makes me confused as stated in the sale notifications. Did anyone else have the same problem?
