If I have a monster on the field, and I summon a second monster this turn, then cast Order to Charge, it only lets me choose the first monster that was on the field. If I want to choose the newly-summoned monster, why can't I choose it? What rule makes me pick only the first?

The key word is "NORMAL" monster. If the other monster you have on the field is an "Effect" monster (ie. Skelengel, Dark Magician Girl, Stern Mystic...), then Order to Charge will select the "Non-effect" Monster a.k.a "NORMAL" Monster.

{Order to Charge} Select 1 face-up Normal Monster (except a Token) on your side of the field when you activate this card. When this card resolves, Tribute the selected Normal Monster and destroy 1 monster on your opponent's side of the field.
Please describe your situation or board state. Possibly, you just summoned a Non-Normal type monster and you attempted to set the Normal type monster; in which case, the only applicable target for tribute would be the first face-up Normal-type monster.
