The skill is not gotten from leveling the character, its earned from fighting the LDs. Not many alternatives to fighting them at the gate. Was lucky enough to get mine from fighting Mokuba, so at least those kinds of events count as LDs which may allow you to save some keys.

I feel you. I max'd Joey to level 40 and didn't get it Last Gamble until I was trying another skill (Roll n Bust). Patience.

I still haven't acquired any of his drop skills: Roll'n'Boost, Last Gamble, or Luck on your side.

I have given up using Joey Wheeler at this point.

Yes, but it is very rare. I didn't get Pegasus' Welcome to Toon World/Extra Extra until he was over level 35.
