Can lord of d stop an effect of another monster like Charlies pet phantasmai dragon
I was able to get my harpies pet phantasmal dragon out and still had material when my opponent threw out lord of d and said it destroyed my harpie pet because it stopped its effect. Is this true

Lord of D stops players from *targeting* Dragons. As Harpie's Pet Phantasmal Dragon's effect never mentions targeting, there's nothing for Lord of D to stop.
Also, Lord of D doesn't destroy monsters with its effect. It just prevents targeting-based effects from working.

I have no idea which monster you had on the field.
Lord of D only prevents cards to target dragon type monsters, you should still be able to target Lord of D himself.
