i start always with 3 cards?

Hi,

im lvl 25 now and in every match in duel world when i play against legendary duellists in the gate, random spawning cpus or vagabund i start with 3 cards in my hand. Is it a BUG or is it wanted?

I think you most likely have Life Boost B set as your skill. It makes you start with 1500 extra life points, at the cost of 1 less starting card in your hand.

Read the description for the skill your using. A drawback the life point increasing skills is usually a starting hand reduction
