About Archfiend Zombie Skull

I dueled shiranui players then he summoned this card even without using plaguespreader zombie and even none of the material said "ignoring its summoning condition". Is it bug or what? Pls help answer guys...

Yes Shiranui Spectralsword does not say "ignoring its summoning condition" BUT Archfiend Zombie-Skull also does not say "must be Synchro summoned"

Same thing how Cyber-Stein can pull Blue Eyes Ultimate Dragon out
