Would your Chain destruction work even when Wonder Balloons is activated?

cause lets say Dark magician is summoned, but your wonder balloons has like 2 spell counters making the ATK 1900, would it be able to trigger Chain destruction?

I don't see any reason for the Chain Destruction not be activated since this card affects cards on deck and hand. not on the field.

I would guess not since chain destruction activates on the summon and wonder balloons affects monsters that are already summoned.
