"Use this card/effect once per turn"

Cards and effects that state "You can only use this card/effect once per turn/Duel" cannot be activated again in the same turn/Duel, even if their activation is negated. (http://yugioh.wikia.com/wiki/Problem-Solving_Card_Text)

Yes, it's a bug, cards that say "you can only use 1 (card's name) per turn" in its texts cannot have another copy activated in the same turn, even when that card activation is negated. It's different when the text says "you can only activate 1 (card's name) per turn", this way you can activate a second copy if the first activation is negated.
