Spellbook of Fate

Hi, I just had a question about spellbook of fate or I guess more generally quick play spells. When my opponent sets a monster and I have spellbook of fate set (with enough cards in my graveyard to remove) I can't activate to remove their set monster from play before they special summon silent magician. However when I try to set something they use spellbook of fate on my monster so I can't. Is there any reason this might be happening, why I can't activate in response to a set monster but they can?
