Fusion monsters only can be Special Summoned from GY if they were properly Fusion summoned first.
Only effects cards that says "special summon from GY.. ignoring its summons conditions..." can Special Summon from GY any given monster.
Rituals, fusions, synchros, xyzs, and links all fall under a fall under the category of semi nomi which means while they can be SS they need to be summoned through they’re specific method to resummon them

Because they're correct, you won't be able to revive Ojama King if it was never properly Fusion Summoned. That's an official ruling in both OCG and TCG.
You don't even have to use this card, just use Cyber-Stein instead and let Ojama King go to the Graveyard, see if you can revive it with Ojama Country. You won't be able to.
Slight correction to what you said, cards that say "ignoring summoning condition" indeed can revive Nomi monsters, HOWEVER, they still requires you to already properly summoned the Semi-Nomi and Nomi monster you want to revive.
Why not just ignore the revival ruling. And just banish it till the end of the turn? There should be some spell card that do just that. And when it return, it should be a newly summon with fully functioning effect
Dimensionhole and Interdimensional Matter Transporter indeed can do that. The banished Nomi should return to the field since they don't resummon the monster, they simply return it.
But that also pose the question, if it wasn't treated as a new summon, then does the monster still remember if it was summoned by Cattle Call? I couldn't find any ruling regarding this.
No. the game rule change, the monster is not longer summoned by cattle call, now it was by interdimensional matter, so the destruction effect es "negated" in this scenario.
