I have several questions:
1) Why bother making this a Synchro monster if it cannot be Synchro Summoned?
2) Why bother giving it no Level stars if it's always treated as 12 anyway?
3) Why bother giving your opponent tokens that it cannot attack on the same turn, which they can easily use for Tributes or Synchros?
4) Just...why bother?
1) You could ask the same for many Fusion Monsters. This card requires a Synchro-like Special Summon but it's not a real Synchro Summon, but it's still a Synchro Monster s.t. you can use general Synchro support
2) Because it would be level 16+ but that's not possible so they needed to find a creative way to fix that issue.
3) It's meant to boost its own ATK
4) Yeah, this card is bad. Don't use it.

4.hay mazos que lo juegan como blue eyes,hieratic dragon y the agents, ademas los dos ultimos mazos carecen de un boss mosnter soporte bueno o un boss monster que no te lo destruyan,destierren o exlusen antes de atacar

2) certainly to limit the activation of effects based on the level on the monster.
3) how could one synchro summon if he can't even summon a tuner monster ? And if you have nothing to tribute the tokens or get rid of them, you're dead.
