I'd definitely say tier 2, maybe high tier 3 due to the fact that you can brick fairly easily if you don't get one of the ritual monsters in your opening hand. Maybe if we ever get imp-cantations or manju of the thousand hands it could be better, but for now it's way to slow against almost every meta deck
