Because due to all the broken cards we already have in regular dl play and all those monsters with "if this card is tributed/sent to gy (insert really good effect)". Summoning a bewd or dark magician has not the same impact as, lets say a caius the dark monarch.
Normally I'd agree, but even with all those ways the Skill could be taken advantage of, it still wouldn't be more broken than the ones we have right now in the current meta.
