Can anyone explain why I can't negate Michizure with Whale's effect or avoid it with SSA? My opponent activated Michizure and my Whale was destroyed instantly. It didn't even ask me if I wanted to negate it or avoid it with SSA. Do I need the toggle button "on" or anything?

Michizure doesn't target, that's why the whale couldn't negate. It can only negate when a water is targeted

Erm, Michizure does indeed target, and Citadel Whale CAN negate it. You must've accidentally bumped your activation timing to off or something, it prompts you under Auto just fine. (Just dueled myself, two different accounts, to test this.)

This probably happened during the damage step, where Citadel Whale can't activate its effect.

Citadel Whale negates activations, and thus can be used in the Damage Step. (Incidentally, in the above test I did, it was from battle. ;p)
