Because he clearly got those packs from a bundle deal which he paid for and that's how he got so many cards.
However nevertheless, getting all those UR and SR's from one bundle purchase (even if he paid money for it), is pretty damn amazing. That's a whole lotta UR/SR in just one bundle.
