Its also called a mistake/glitch. The official OCG rulings no longer mention that Horus LV 8 and Armed LV 7 can't be summoned by LV Modulation, SilentMag lv 8 should be the same. Its even been removed from TCG for the most part & the Tips section encourage it.

Doesn't mean jack 🔥 if that ruling is no longer official. There is an official OCG ruling that states that this applies to all Nomis and Extra Deck Monsters in General. They are not going to make an individual ruling for each of these, especially when in the OCG there are more cards than just Level Modulation that Summon from the GY and ignore Summoning Conditions.
I know right. I used "Dark World Lightning" to discard a my "ARMED DRAGON LV 7" so I can use "LEVEL MODULATION", but it didn't work. I think there is something wrong with the game.
While there isn't a ruling for Level Modulation in the official database, there is one for Level Down!?, which is functionally identical for this purpose.
That's not true. In several non PVP duels, Level Modulation allowed me to summon a level 8 card from my graveyard, without having any of the other cards in my deck. It's a glitch because it will not allow me to use the card. The card states that it ignores all previous conditions, so discarding and using Level Modulation should work.
There are some high-Level LV monsters WITHOUT any Summoning restrictions. You could Summon a card like Dark Lucius LV8 or Ultimate Insect LV7 if you discarded them.
Make my day. Show me a case in tournament where Level Modulation was used to "ignore summoning conditions" and was ruled as foul. I have only found evidence in the other direction. There is no specific card ruling for Level Modulation (at least anymore that I see) that limits the effect of "ignoring summoning condition," which it would have on its rule page if this were an official ruling.
Before you state it, yes there WAS an "unofficial" ruling not supported by Konami at one point. There has yet to be a rewrite to the card, a specific ruling, or the specific limit in the card's description. So we go by what the card says unless we get word otherwise.
...Read that Level Down!? ruling I posted like a billion years back. That's all the proof you need, since the two cards work identically.
They don't need to give a specific ruling for every card in existence. Many cards work the same as other cards, and this ruling is consistent with every single card that ignores Summoning conditions except Timaeus the Knight of Destiny for some stupid reason.
To further back up my point... Almost every single card that Summons a monster from the Graveyard ignoring Summoning conditions has a ruling to the same effect, including Assault Revival, Double Hero Attack, Gottoms' Second Call, Infinite Light, Malefic Divide and Rainbow Gravity.
Dark Flattop, which has a similar "ignoring summoning condition" revival effect, was even clarified in a public forum post by a Konami staff, who stated it cannot revive the Nomi monster Flying Fortress SKY FIRE unless SKY FIRE has been Special Summoned properly first.
