Depends if it was properly summoned with the effect of Silent Magician LV4 or not. If it was, it is a glitch. If it wasn't, not a glitch, the card needs to be Summoned properly first to be Special Summoned from the Graveyard, even if the card you would use would ignore the summoning conditions

Well I'm never posting something that long again. But my point is that, a card must be Special Summoned properly to be Special Summoned from the Graveyard. In the cast of Silent Magician LV8, the proper way to Summon it would be with the effect of Silent Magician LV4. Summoning it with Level Up! is not properly summoning it.

The part it say "Ignoring summoning condition" It should Ignore all parts of SMLV8. Even if it say "Cannot be special summon either way". It still and should ignore all those parts.

yh there's an often forgotten about rule in yugioh where monsters that can only be special summoned by card effect cannot be special summoned from the grave unless it was special summoned normally first, basically fulfilling its summoning condition for the future. LV mod ignores the summoning condition for the card, but doesnt ignore this rule. Its a rule the game really doesn't promote enough

try playing another yugioh game, yugioh gx tag force 3 in psp. I don't think it's a glitch but it's absolute. because in other games, it can not be summoned with that card . luckily i have 3 cards.

Actually, no it doesn't. I never got why Yu-Gi-Oh couldn't just specify ON THE CARD what the rulings are. That's why I quit playing Konamis 🔥ed game, they 🔥ed it up with all these unclear and bullshiyt rulings. I firmly believe if it says nothing on the card about a ruling or whatever, it shouldn't be applied. That's what Magic the Gathering did right, no hidden BS.

It is a bug, like I said, if it doesn't say on the card what the ruling is, then it should work how it says. So in all reality, Level Modulation SHOULD work 100% with all LVL decks, because it simply says "Ignore summoning conditions" and nothing else.

If you can special summon Silent Magician LV8 via "Level up!" You should be able to summon him via Level Modulation because both cards say "Ignores summoning conditions"
