No, this card is lot better than Drowning. You can activate this card even when you are attacking, returning your opponent's monster back to his deck then attack directly.
This is by far the best battle trap in dl. Battle traps suffe due to the activation requirements: you need your opponent to attack. This card can be also activated when YOU attack. Moreover it can target defence and face down monsters.
Prepare to see this card a lot.
