How do you get Jesse Anderson

I know that some of the quests are easy but duel Jesse With Maximillion Peagus is quit hard I am a fan of Jesse but just got duel links 4 weeks ago and I would like a change this mission so you don't need to unlock Peaguss to get him.

Well, you can't change the missions, lol.
And you're lucky, before, the only way to unlock Jesse was during a special limited-time event.
