Silent Magician bug?

I got the Silent Magician structure deck, and I've been messing around with it in PvP. However, Silent Magician's "negate a Spell Card" effect just won't activate. I know it's only once per turn, but I've lost track of how many Spells have been activated without giving me the option to negate. Is this a bug, or am I missing something?

Or those spells have an inherent mechanic, that forbid being negated or effects activated in respond to their playing. Would be easier if you had a screenshot/example which card(s) weren't negated.

It's probably because another effect that isn't Spell was activated in chain of that Spell before you got to activate your Silent Magician.

If what you're saying it's true, it must be a bug, unless your opponent is negating the effect somehow.
