I did not need to do any events to get Pegasus I just needed to unlock him in the charactor unlock missions. I just need toon world to compete my deck even if it is through a skill

ONLY Pegasus can get the Toon World skill, so you'll need to unlock Pegasus through his event first. After that, though, you don't need the event anymore: Pegasus randomly gains the skill after defeating a Legendary Duelist (doesn't matter who, but higher lvl = higher chance for a skill). It's incredibly rare though!

I'm pretty sure it is IF you have Pegasus himself. In this persons case (the one who asked the question), I don't think they can get it until Pegasus is obtained. If I'm wrong I would love to hear it from someone cause I too missed the event but would love getting the "Toon World" skill!

Yes. It has dropped for me 10 times already(the duplicates get converted to 15 Gems).

TO answer your question, Yes! it is still an obtainable drop skill for Pegasus even if the event is over. Players get the skill by dueling multiple time different Legendary Duelist at the gate
