Blast held by tribute can only be activated if your opponent declares an attack. Magic Cylinder negate an attack and inflict damage to your opponent. Magic Cylinder does not declare an attack, what it does is negate an attack and inflict effect damage only.
He will not be able to activate blast held by tribute
