Does AI duelists lvl increase with mission stage lvl?

My AI duelists stopped at level 14, I'm now at mission stage 19 and all AI standard duelists I find are all stuck at level 14, is this normal?

Yes, that's normal. The standard duelists will change as you progress at stage 20, 27, 33, 39, and 45.
