Riryoku doesn't work like anon said below, Riryoku has 2 different parts of the same effect that happens simultaneously, they're separated by conjunction "and if you do", this conjunction states that to the second part of the effect to happen, the first needs to happen, but not vice-versa. This way, to boost up the ATK of a targeted monster, is needed to halve the ATK of the other targeted monster, if you can't, then nothing happens.

Unaffected ≠ Cannot be targeted, SM LV8 is unaffected by spells, but it doesn't means it can't be targeted by spell effects.

Mask of the Accursed has 2 effects, the first one doesn't allow the equipped monster to attack (this doens't affect SM LV8, so it can attack even while equipped by Mask), and the second is the burn damage, this second effect will keep applying while Mask is equipped to a monster.

There's a golden tip in Yu-Gi-Oh!, it's called: If 2 things have different names, so they are 2 different things. What does it mean? It means that: Unaffected ≠ Cannot be targeted, Destroy ≠ Tribute ≠ Send ≠ Discard, Negate an activation ≠ Cannot be activated, etc.

Silent Magician Lv8 is unaffected by spell effects your opponent controls but that does not mean it can negate it.

In other words, it ignores the "cannot attack" effect because that affects Silent Magician Lv8, HOWEVER the "500 points of damage during each of your Standby Phases" does not affect Silent Magician Lv8 but you yourself.

It's the same as When using Riryoku,
If you target your opponent's Silent Magician Lv8 and a monster you control to increase it's atk.

Silent Magician Lv8's attack power will still remain the same but the monster you chose to increases the attack power will still gain half the atk of Silent Magician Lv8 because only silent magician is unaffected by spell effect.
