Why Citadel WHale Can't chain Sylvan Marshleaf

Sylvan marshleaf target my citadel whale, why I can't chain it ? it just destroy my whale. Is it glitch ?

So Sylvan can destroy all they want without anything can chain to it ? looks fair.

If Marshalleaf isn't the last thing on the chain, Citadel Whale cannot chain to it. It can only activate "When" a targeting effect activates.

He can "cover" the marshleaf eff with another sylvan in chain. if marshleaf is the last link, you should be able to chain whale.
