Some cards dont activate its efects when i use storm, like cristal release or the new structure deck trap. Why?

The effect of Dragon Castle and Crystal Release activate when destroyed. However storm is destroying them manually causing a bug where you destroy them and destroy opponent's cards. thus nothing happens.

I've been having problems pulling off the storm combo in the REZD deck. I can't seem to self chain it. Is this a bug?

You missed the activation timing bud. Use Double Cyclone from the new box instead.
