The way I’ve seen it work is like a rotation, each month each world has two characters events (one unlock, one roaming). It kinda goes like this:
5Ds -> GX -> DSoD -> GX -> DM

It's hard to say when exactly. They seem to be a bit behind on repeating the character unlock events right now. We still haven't even had dsod Yugi return. And now there is Tea, Kalin, and Aigami.
