Convert Contact Effect Activatiton

So, I had this interesting case in a KC Cup duel. Normally, as the description of the card tells, when I have no monster on the field, I should be able to send Neo-Spacian monster from both my hand and deck to the graveyard to draw 2 cards. But the card did not active when I only had Fiendish Chain on my side of the field. Am I missing a detail here?

it has a cost, discarding the card and sending one from deck. if you don't have a target in deck, you cannot pay the cost, so you cannot activate the card
