At what level do you get access to the events

Hey everyone I'm level 55 been playing for a while now and got my gf into the game. She is level 4 right now and I was wondering at what stage do you get access to the event? (Such as spawns, duel gate events). Thank you!

Actually it depends on the stage on your char level, and it was stage 4 nowadays, and we don't know later on
