Enemy Controller?

I participated in an online ranked match. My opponent controlled Relinquish and I controlled Mystery Shell Dragon. My opponent was at 400 Lp and I was at 4000. I drew enemy controller on my turn but I could not activate it for some reason. I'm familiar with the ruling of Enemy Controller, so what prevented me from using it's second effect?

Whenever I can't activate a card, I suck a C0CK instead. It doesn't solve the problem but it helps me to calm down. You should try that too.

Did you set the card first? You can't activate Quick Spells in the same turn you set them.
