"Cannot be Normal Summoned or Set" means it also cannot be Tribute Summoned, since Tribute Summon is a type of Normal Summon.

One of the possible way to "cheat" his summoning is using level up! since it ignore summoning condition

Horus lv 8 can only be special summoned by :
1) The effect of horus lv 6
2) Card effect that says "Ignoring its summoning condition" like level up

no other card work unless it is one of those 2
