This year 2004 card actually has a bit of joke in the Japanese name : Sabaku no Sabaki, with the "Saba" being written exactly the same for both words. Basically some kind of rhyme joke.

the さば is, as the anon said, the same for both words.

Yeah that works too. FYI, it's not exactly さば and さば, because:

砂漠 First character is "Sa", second "Baku"
裁き First character is "Saba", second is "ki"

We can't cut those arbitrarily because it may change the meaning (or render the word meaningless).
