He will get the lines for sure, but whether we get the cards or not depends on whether they plan to put Kaito again in Arc-V world or not.
There are only a little amount of Cipher cards, so if we get all of the monsters, be it through level up, drop, or box, then we know we won't get Kaito again in Arc-V world.
I'm sure they'll put an Arc-V Ver of Kite since the original Verse in game have a D-gazer while in Arc-V every Xyz Dimension doesnt wear a D-gazer because of War.
