The thing with the skill is it will destroy itself if you go first.
Sure you can recover it but most of time the user will choose to add card from deck rather than getting this card from GY for the follow up play.
Harpie main problem is how it can provide a turbo cyber slash, along with staple to trigger its effect.

They should've made another Harpy card at limited 2. Because now, Harpy only lose Treacherous, and they can replace it with any staples.

So harpies is the 3rd most played deck in Duel links and after six months lose only treacherous but resonators, that are strong for sure, but are newer and less played are heavily nerfed. Konami please tell us in advance what are your favorites deck so we don't waste our gems!
