I set vigilance a turn before, then i tribute summon blue eyes and attack, my opponent uses blast held and vigilance never triggers... is this a bug?

Traps cannot active same turn except Seven Tools of Bandit.

Wrong. No trap cards can be activated the turn it was set, including Seven Tools of the Bandit. Unless you have a face-up Temple of the King on your field
