Duel Links doesn't always have the most up to date text. And that particular change doesn't actually affect anything in Duel Links anyway, since we're very unlikely to get the Cipher archetype any time soon since it's HEAVILY Xyz-based.
We got Darkness Approaches after its TCG errata happened and its text wasn't the updated one. Same with Paleozoic Eldonia. And there's been several cases of the text being different in Duel Links FIRST. (B.E.S. Big Core and Muko happened before the TCG did them. Des Gardius has PSCT the TCG still doesn't have.)
Same for Eldonia, no reprint yet, so the currently available text is still the old one.
Big Core, Muko, and Des Gardius are interesting cases, though. I wonder if a different person was in charge of putting those cards into DL, hence them having latest PSCT that's not available yet in real life.
I chose Eldonia specifically because it WAS one of the Paleozoics that got reprinted with updated text. (It's a Super in a Tournament Pack.)
Also worth noting that they have never gone back and updated text in Duel Links to match changes in the TCG, either. Water Dragon's a glaring example of this.
