Yeah, playing non tiered deck especially without backrow is like giving your opponent a free win.
One reason why trunade banned actually help a lot of deck to be played with

No, Bad Decks need to be carried by Cheap Skill. The examples are Cyber Dragon, Onomat, Resonator, Gaia, Shooting Star, T.G, Gimmick Puppet.
Nobody would play them without those specific Skills.

Bad decks need to be carried by backrow and skills to fix their starting hands or give them +1 for doing nothing, we have seen examples before like balance and endless trap hell tellarknights, gouki, triamid, etc
inherently bad decks need skills to be good but dog sh it tier decks need a skill that allow hand rigging or a pot of greed like skill + more than 12 traps + tons of staples and even like that they don't make it to rogue tier they stay at dog sh it tier
