No NPCs spawning for duels?

I am trying to level up my character but after i defeated the random npc duelists they aren't spawning anymore and i cant find anyone to duel?

every time that happens, you know it's the best moment to rest a bit and enjoy real life

They have a timer at the top. They will respawn after a certain time.
