My brother just started to play DL again and he asked me how to get cards like Monster Reborn, Blue Eyes Alternativr and Ultimate Leo Utopia Ray.
Is there anyway to get them on a new account?

Event exclusive cards do always return eventually. Just keep an eye on the lifetime missions and in-game notifications.

Sadly no. Those cards are only obtainable during those campaign and yes it's unfortunate for new players
