Interdimensional Matter Transporter vs. Damage Step

Situation: I have BEWD face-up attack position. I have Interdimensional Matter Transporter prepared to use. I declare an attack to the enemy attack position monster. Opponent uses Reinforcements on the monster being attacked. Why can't Interdimensional Matter Transporter bem used on my BEWD?

i think that they should allow more cards to be used in the damage step almost the same thing happened to me but i was using dimension gate and after it activated and they attack directly i couldn't bring them back to the field with the second activation

He activated Reinforcements during damage step. During Damage Calculation step, you can ONLY activate cards that modifies attack OR counter traps
