It doesn't have to be a lvl 40 Legendary Delist, it works with all levels. I got this skill from lvl 10 Bandit Keith. It's just important, that it's a Legendary Duelist in Duel World or at the Gate. PvP, the Vagabound and Standard Duelists won't work.

Also it may take a lot of time until you get it, it's really luck based.
