Several changes would work better if some semi limit 2 nerfs were semi limit 3.
You can only pick 1 of each or 2 of one and 0 of the other if two important cards in your deck are at semi limit 2.
Thats kinda harsh going from 3 of each of those 2 cards (3-3) to
2-0
0-2
1-1.
Whereas if two cards are at semi limit 3 it would enable you to choose up to,
3-0
2-1
1-2.
