Cupid Volley interaction with Gem-Knight Lazuli

I have tested that Gem-Knight Lazuli can't activate its effect when it was sent to the graveyard by Cupid Volley's effect. Please tell me whether Cupid Volley's "send 1-3 card from top of deck" is an effect or a cost?
