I run a deck with Magician's Circle being the main component, however sometimes it just doesn't work, and I know it should since I'm using normal spellcaster type monsters.

I thought I had a problem with this card but this is the requirement:
The card has to be on the field for one full turn (like all trap cards) but also each player must have a free monster zone. So if you or your opponent have 3 full zones, the trap will not activate.

yea it activated if enemy spellcaster attack .. not mine ( on 2nd phase after the card being set )

I've wondered the same thing, and ever since I learned to use it I've been able to call its activation every time, and no buggyness on my part.
Three Conditions must be met for the activation itself, altho only one is mentioned in the text box.
1. A spellcaster must attack.
2. One turn must pass before the card can activate (General trap rule)
3. If either you OR your opponent have all their monster zones occupied, this card will not activate, as this effect targets both players.

Definitely bugged! Didn't activate against lvl 50 Pegasus which is ,like, all spellcasters.

Yes it most certainly is bugged!! I lost many duels because this thing didn't activate when it should have and I'm extremely pissed off about it. I've contacted the game designers multiple times about this and I suggest everyone else does as well.

Even my sages stone doesn't work sometimes. Making my spellcaster deck useless

Yeah I've noticed a few trap cards don't always activate when they should. I've been having this issue with Divine Wrath as well.

It is bugged. If you crash a spellcaster into a monster with a higher attack, it literally never activates.

Maybe, since the game only let's things work to their fullest, your opponent NEEDS to have a spellcaster too?
