Does the level of the legendary duelist affect the drops for the duel rewards. For example, is there a higher chance of getting a UR/SR card from dueling a lvl 30 vs a lvl 10.

Much higher chance. You should always farm lv40 if you have a consistent deck with high win rate

Yes, of course.
But the most important thing is still luck.
Sometimes you spent thousand of gate keys for LV40 LDs and couldn't get any UR/SR, but eventually get an UR/SR from LV10 LDs
