We could still get Rafael. Have his signature card be the Seal of Orichalcos. Wouldn't be the first time two/more characters share a signature card. Kaiba and Mokuba (both in DM and DSOD) have Blue-Eyes shared between them

We are in 2020 but we don't see some chars like Noah, Rafael, Axel Brodie, Adrian Gecko in Duel Links. The reason is clear : their cards including the ace are already in the boxes

Konami likes to pretend that Pyramid of Light never happened. I can't really blame them for that either. It aged horribly, and it wasn't even all that good to begin with.

This song and dance has been gone over many times but here's my (multi part) piece.

Different canons/continuities exist in Yugioh. Now how exactly that applies to duel links can be argued (they still reference GX/5Ds manga cards in character quotes for example and those are undeniably different canons) but there's a fair amount of evidence that DM world primarily follows the manga canon.

As for the precedent set by previous characters and the like there is additional context to consider.
- There is a difference between Box cards and event cards
- The Gate Guardian pieces were in very early boxes and the Bros were given a skill to use them to summon their ace.
- Non monster aces don't have much precedent. Especially when the characters have monsters who fit.

Now they can still release characters that have things like released/unreleased cards or being non-canon going against them.

Heck I'd greatly enjoy the release of many of them (both for the characters and their cards and the precedent for more characters) but I still believe those are real and significant obstacles that need to be considered and addressed when on the topic of those characters.

Bonds Beyond Time will likely be a 5D's event since it's actually part of the 5D's story. (Z-one confirmed near the end that he was the one who sent Paradox back in time to 🔥 Pegasus.)

Pyramid of Light is considered non-canon.

Noah, the Big 5, and even Gozaburo could potentially come back as digital echoes, just like the Dark Signers have, so there's that.
