Yes, but you need to Tribute 2 monsters first.

It's essentially a -1, not a +1.

You lost the 2 tributes and arrivalrival (-3), but gained this card on the field and draw 1 card (+2). -3+2 = -1.

So yes, it appears as if you get a free card. But in reality, in terms of card advantage you actually lose a card.

But if you use sinister yorishiro you can circumvent this cost and it becomes a +1. But I’m sure there are better ways to go +1.
