It's actually almost the same. Both gains ATK equal to the difference between your LP and your opponent's LP.

This card just needs your LP to be higher instead of lower in order to gain ATK.

Which drastically changes the playstyle of the deck. You can't use cards like cosmic cyclone to clean your backrow as well as increasing this card's attack, while air neos can. You also can't use last gamble to get the maximum attack.

And even then, they do have the same effect, and would have the same programming in DL.

In case of Air Neos and ASW, the programming for their effect would be exactly the same, only the "If" function for their effect's requirement is different.

Both canadia and book of taiyou change a monster's battle position (One to facedown and one to faceup).

Both this and air neos increase attack based on LP difference (One increase if you have higher LP and one increase if you have lower LP).

See my point? You just can't say both of them is same just because of how their effect work.
