Luna is the second best, if we're going by "who fit the deck theme the most".

Besides Balance, they both have the theme skills for aromage synchro with what grows in the graveyard and Luna's field spell skills, and level augmentation even. And their synchro signer dragons. And the splendid rose is a nice one to use, too. It's effect won me a duel yesterday.
