They all had 2 duels each in the whole series. I highly doubt that they will add those characters as duelists because they are NOT that important. They probably go with Sora as the next duelist (after declan).

Those three characters are minor in Arc V. Meanwhile, characters like Declan and Sora are more important in Arc V.

Scud was more of a April Fools joke (hence his terrible card rewards) and DSOD doesn’t have as much characters as the other Worlds.
